Steps to install perl 5.28 from source

Hello experts,
I have to install the perl latest. installer is not available for version 5.28. provided the following option from the Site and i tried to install on windows seems not working. this command executes with following error "Program too big to fit in memory". could you please help here.

How to install from source

wget https://www.cpan.org/src/5.0/perl-5.28.0.tar.gz
tar -xzf perl-5.28.0.tar.gz
cd perl-5.28.0
./Configure -des -Dprefix=$HOME/localperl
make
make test
make install

I have tried this to install perl from source. We are recommended to compile the perl source to get the perl.lib file. to compile the source i need the installer Exe.

If i can install through cli with above command on windows i am getting error "Program too big to fit in memory". Please help me to install the perl from source. we are in need to fix the vulnerable. or provide option to install source on window8/10 32 bit server.

The Perl Community provides some advice on their site. A high level of familiarity with GNU or Visual Studio toolchains is assumed. Third-party dependencies will be encountered, and will require additional efforts to install separately from the process for compiling Perl.
